Julio’s war

Julios’ War

To:Mr. Valance Hebert, Veterans Coordinator
CC:VOA of New Orleans, Mr. Julio Rivera
Subject:Grievance of actions taken at 212 S. Gayoso St.

General statement of Grievances:

Mr. Hebert, accept this correspondence as a Grievance. Below find the statement of several men, all vets, which live at 212 Gayoso St.
Their have been several incidents which warrant yours’ and the VOA’S attention. We have in place a do not use policy on doors within this building. see photo attached The explanation given, if we used these doors “we must be stealing.” We have also been told that these doors were monitored, so is every door and window in the building. We are well aware they are so. The reasoning given doesn’t make sense. A man is a thief if he uses a designated exit.
The employee in question Julio Riverra has been disrespectful on more than one occassion, to more than one of us. We feel he doesn’t respect us as persons or as veterans. We are called clients, treated to sweets and verbal abuse, written up with lies, accused of being thieves.
Another issue in which we believe a lie is being perpetrated…Why can the VOA porch across the street have chairs on it for the tenants to use. We are told “that the safety dept. doesn’t allow chairs on our porch.” Both porches are the same…see photo attached
This is our meeting to discuss house issues. This Wednesday meeting should be initiated by the housemates, actuated by the members of the household, and participated in by the members only. The monitor should do just that observe but don’t participate
The remedy sought by us is the removal of this employee from contact with veterans, which he has shown by his actions, he has a great disdain for.
That all door be accessable and able to be used at will and in an emergency.
That chairs be allowed on the front porch at 212 S. Gayoso st.
That wednesday meeting be initiated, actuated and executed by the housemates. We sought relief from yourself, because you are the reasonable authority. Be assured that a copy of this grievance has been delivered to VOA and Mr. Julio.

Statements:

On February 15, 2012 at the wednesday house meeting I Barry Jones asked Mr. Julio, “why if anyone uses the back door, that they had to be stealing?” he told me that “Mr. barrow put the sign up there.”

Frank Sims, Kerry Davis, Reggie Jackson and myself returned from a workers group meeting. Mr. Julio called my name “mr. barry” “Hold-up! I want all of you to hear this.” then he said”if I liked him or did not like him, fine, that he was going to do his job regardless, and if I didn’t like it I could kiss his ass.At the wednesday meeting on the 29th. I asked Mr. Julio for an apology he refused and said ” he never said those words.”

Mr. Julio refused to move -he blocked the driveway-so I could park my car, he laughed at me. I came here for help, not for more stress which effects my recovery…see photo attached

I was accused of not being in my room at curfew. I did not find this out until being told, that I had been written up. Mr. Julio wrote me up. I don’t feel this is fair because he didn’t come up stairs to check to see if I was in my room. I was not feeling good that evening so I was lying in my bed.
Ms. V wrote a statement in which she asserted that I was in my room because she saw me come down for water and greeted and conversed with me. Barry B. and I did our chores together while Mr. Julio was on duty. Witnesses to my being in the house prior to curfew are Reggie Jackson, Kerry Davis, Ms. V, Barry B. Fawnsworth B

Someone stole my ham!
” Joe, their is a ham in the freezer for the clients’ over Mardi Gras.” I reply “ok, thank You.” I checked the the freezer, yes their were three hams in the freezer. On the Saturday before Mardi Gras I took a ham from the freezer, as a matter of fact the smallest one up there, cooked it for myself and my housemates. We ate the ham.
On ash wednesday, Mr. Julio returned to work. Walked into the kitchen, opened the freezer and promply started cussing and fussing “that someone had stolen his ham.” I exited the kitchen, and went to do my chore in the downstairs restroom. I was standing in the restroom doorway, he entered the dining room, still ranting and raving about one or more of us stealing his ham.
“Joe, you know about this?” I said “no”. He exited the room and went into the den area. Sat down and started his Wednesday meeting. He opened with a terse prayer. Turned to me and said “joe did you take my ham?” “Yes, I did.” “Now you see, now you see, that pisses me off, bra.” I replied “I did as you told me.” ” I removed a ham from the freezer and cooked it for the housemates.” Ah, bra, thats that was for me and the wife, you took the ham that was for home.” My criteria for choosing the ham was the smallest, there are only 9 of us so there was more than enough.
I got up after the meeting, entered the kitchen was standing by the do not open door . He walks over to me and says he was “hurt by my lying to him.” Frankly, who the hell does he think he is, that he would not be lied too in this life, does he suppose to be better than his human peers, as he professes to be a minister “minister of the gospel.” I replied, “hurt!.” All that noise over something he instructed me to do. I can take a roach, rat or even a fly, what I can’t stand is a thief. To be called a thief is an insult. I take exception to being called one.
I called Mr. Barrow, informed him of the situation. He said” he would talk to Mr. Julio.”

On february 29, 2012 I entered the house after 8:00 pm I was informed by Mr. Julio that I had missed his meeting. I could care less about his meeting; I had loss my oldest brother today. He informed me that the daily chores need to be changed today. I walked over to the board and removed the pin and threw away the sheet exposing this weeks chore list. I had prepared the past week. I walked into the kitchen, was called by Mr. Julio. I reentered the den and Mr. Julio was sitting at the computer. He said” You snuck out of the house last night. I checked your room and you were not in there.” I replied”you are mistaken.” I was not in my room because I was in the shower. I found out through asking my housemates if anyone knew what he was talking about. One of my housemates Barry Jones was concerned about his chore so he talked to Mr. Julio. Jones went up to my room and found I was not there, he realized I was in the shower. Mr. julio never went upstairs to check my room. This is an example of the mind games Mr. Julio plays with members of this household. He lied seeking some advantage in some weird game he thinks he’s playing. Nun the less he lied on 2 occasions about a perceived event that never happened. I showered and talked to a friend in ATL until 2:00 a.m., be assured I was in my room.

The monitor runs the wednesday meeting. Again, He should not be running our meeting. Deciding on the agenda, dispensing reprimands, praying, for the less fortunate brethen. We have access to counselors, therapist and doctors. His inadequate attempt at providing any type of counsel , is at best laughable. Their have been several mistaken write-up’s which causes’ undue stress and elevated emotions (anger). I believe the monitor doesn’t understand his job description. This is our meeting to discuss house issues, it should be initiated, actuated and executed by the housemates.

So I began a struggle. Not for myself but for the dignity of my housemates. Mr. Julio was given his copy of the grievance yesterday. I saw him come in enter the den, check the file cabinets, picked up the envelope began to read and headed straight for the restroom. Boom! I dropped a bomb on him.

Did he realy think he could disrespect a group of us and not have us responde to that disrespect. Did he think a group of recovering addict and fools like me would take disrespect without pushing back.

The men came through the door. Not a word was spoken to myself or them by Mr. Julio. He was not talking to me or those whom exposed his actions, here at Gayoso House. Today Tuesday, he doesn’t spend time here, but at Dupre House around the corner.

“Frankly, sir I don’t like being called a thief. I was instructed to cook a ham for the house by Mr.Julio, that is what I did.” Mr. Barrow I don’t accept being call a thief. He told me to cook the ham.” ” I and my housemates being told we can’t use a door, and being told if we do we must be stealing.”"Mr. Caro, let me tell you about that door. It is monitored and if open would be responded to by the alarm co.” I replied “ok, I accept that.” “But, my housemates and I being called thieves if we use this door.” On saturday I opened this monitored door for 1 hour, awaited the phone call either from the alarm co. or uptown. Well, no alarm was sounded. To check, I left the door open on sunday for an hour, again no alarm co. call. I’m sure the door being open is logged by the alarm co. but the door is not on priority alarm. “Mr. Caro I will call Julio and talk to him.” “Thank you, for the way you handled this, I appreciate it.” “I know you are the reasonable authority and should handle this matter.” ” Thank You, goodbye.”

I was awaken by a rattling of my room door. I opened the door and saw one of my housemates, and Ms. V, I inquired “what’s up?” “Puttin numbers on the doors”.  The first step in directed retalliation,  designation. I Will be watching, very closely from now on.

Today, I went to have a talk with Mr. Hebert. He entered his office promptly at 9:00 am.  There was one person ahead of me. Mr. Hebert served this person then welcomed me into his office. “Good morning, may I help you.” “I’m here to see you about the grievance.” “Grievance?” “Yes, the men wanted me to see whether anything is going to be done about this situation as it has been a week and this person is still in our presence.” “I just got back from a workshop and have not had a chance to read the grievance. But I will read it today.” “I would rather not deal with this but since I’m the resident manager I must do the will of the men.” “Yes, I understand.”I will take it to the next level at VOA.”

Mr. Rooks,

Let me introduce myself . My name is Joseph H. Caro, 58 year old veteran of the Air force. I’m a retired FireFighter/Emergency Medical Technician from the New Smyrna Bch Fire Dept., a native of New Orleans. I’m in your house because of a divorce.

Here is how this scam works:

A person goes to Winn Dixie and contacts the management. He tell them he works for the VOA and would they like to participate in a veterans program. Would they donate their items which are discontinued and they are unable to sell to the public. This is reenforced when he asked one of the co-workers to send a letter to winn dixie thanking them for their generous donations, signed by this minor exec or employee. Some of the items donated are distributed mostly bakery items- donuts pies and cakes- are brought to the houses while the real booty, Meats high end items are diverted to his home. His freezers are full so he has no more storage space, He brings these items in the house and enforces a bag labeling sys. to protect these items. This is why personel items are stored in your houses.

Check with ms. Evvie, the number of times she has written letter to Winn Dixie over the years.

This person has enriched himself at the expense of veterans. Investigate this or not but I will pursue this until it is exposed for what it is, theft of the fine reputation of Veterans and Your Organization..

Of COURSE THIS IS ALL SPECULATION UNTIL PROVEN.

Mr. Lynch,

I tried to report this activity to your security dept. on 4/2/12, of course I was given the telephone shuffle and directed to customer service. Sir, I do not need customer service. I would think this is a security matter, as the good reputation of your company is being abused. Mr. Rooks recently took over the directorship of this organization and I have informed him, as I now inform your organization. Investigate this or not. This mans activity has to be stopped, he is using vets and you organization in a most foul way. He deals with your store #1439 in New Orleans La., 70127.

I know that your organization is blameless in this situation, and that you are pleased to participate in any proper giving, which would benefit veterans.

In the month of March we Have received “0″ supplies. How are we to be expected to keep this house clean. I have no cleaning supplies, we have exhausted all supplies of paper towels, toilet paper-I have purchased out of my own pocket. What game are we playing this month? As I have said before Their are people whom draw a paycheck from this organization which are not interested in doing the business of this organization. The measure of the success of an organization is not in the big awards but in the day to day function of an organization. Please , help me do my job. Give me what I need to function.
